Other functional units of the library include:
1. READERS ADVISORY SERVICES UNIT
VISION
Offering reference, interlibrary loan, circulation services and electronic journals, which encourages and fosters interaction between users and these information services.
This section comprises of two sub sections namely:
1.1 REFERENCE SERVICES SECTION
VISION
The CUEA Library Reference section is dedicated to providing the best possible traditional and automated library services for the entire CUEA community. It promotes the academic research, supports classroom instruction and further the current and future personal development of all library users. It supports the curricular research and professional needs of the CUEA community by facilitating access to needed information and assisting users to access, retrieve and critically evaluate both physical and electronic information resources.
MISSION
The reference services section in CUEA library is to achieve its vision by;

Making reference services easily accessible by offering a variety of access points including in-person and emails.

Linking users to information resources by providing access to print and electronic reference sources in support of the university’s academic programs.

Increase awareness and use of library resources and services through instructional programs

Cooperate with other libraries and organizations to increase accessible resources.

Guiding library users to the appropriate resources that will best address their research requirements.

Offering a variety of options for retrieving information available outside the CUEA library.

Fostering in students the concept that information seeking is a means to a lifelong educational process vital to professional and personal growth.
1.2 CIRCULATION SERVICES SECTION
VISION
The vision of the circulation department is to provide appropriate levels of circulation services to CUEA community. The library user is the focus and excellent service to users is the vision of all our circulation services. The circulation section aims at promptly and accurately issuing and receiving circulating materials.
To provide for the greatest possible use of library material, while ensuring the collection's security and adherence to equitable policies in the provision of services to individuals whose needs compete.
MISSION
· The Circulation Services unit is responsible for circulation of the general and course reserve collections, shelving and stacks maintenance, registration of patrons and maintenance of patron records, compilation of circulation statistics, and the provision of basic directional information to library patrons.
· To accurately issue and receive circulating material.
· To maintain a course reserve service which efficiently allows a maximum number of students access to a limited amount of material.
· To evaluate and recommend hours of access to the library collection on the basis of needs identified by library statistics and patron requests.
2. TECHNICAL SERVICES SECTION
VISION
The primary function of the technical services unit is to receive, accession and catalogue/classify information resources (books, audio-visual materials) for library use.
MISSION
Technical services operations are concerned with securing and processing materials for patrons use. Indeed without the work performed by this section the library would find it impossible to provide services to the patrons, which is its main objective.
Broadly speaking, technical services activities revolve around two basic functions namely:
(a) Organizing and processing materials. This consists of informing the library users of the types of information materials available.
(b) Maintaining collection and records that provide access to the library’s collection. If the patrons are to have maximum use of the library and locate items easily, a well maintained catalogue is essential.
Technical services unit consists of two main sections namely:
Cataloging section
Acquisition section
2.1 CATALOGING SECTION
The Cataloging section catalogs and classifies materials that have gone through the acquisitions section activities. Among other things the cataloging section, determines which section the reading material will go to after it has gone through the cataloging process. The materials are catalogued and classified according to the library of congress classification systems.
2.2 ACQUISITIONS SECTION
The growth of the library collection is very much controlled and monitored by the acquisitions section. In collaboration with library staff, students and teaching staff, the section acquires reading materials through purchasing, subscriptions, donations/or gifts and exchange programs. It is in this section, that the incoming reading materials are accessioned among other things.
3. INFORMATION COMMUNICATION TECHNOLOGY SECTION
VISION
In its vision, the library seeks to play its leadership role as a resourceful centre within the university. Being at the service of the library, the ICT unit is to provide support and promote the library as a portal of information and communication using the state-of-the-art of technological innovations, in order to enable the university realize its potential in academic excellence for lifelong learning culture. In addition to act as a superhighway through which the library will achieve its nobler goal of managing information in a fast changing knowledge based environment.
MISSION
The ICT unit in the library is to promote and strengthen the mission of the university in pursuit of excellent lifelong learning environment. In this light the ICT will lead in the deployment of technological innovations in order to enable the library achieve its leadership role as the resourceful information centre in the university.
Similarly the ICT’s strategic position and philosophy will be crucial in reducing the digital divide and empowering the library as a ‘hub’ of information and communication – as a step towards development of electronic library. This in essence achieves the mission of providing information beyond the university’s architectural borders.
Information is a basic need or asset in learning, teaching and research. Based on this noble mission, the program will play a leading role in automation of information and communication services. This will enhance delivery of information relevant and accurate for knowledge.
Apply appropriate information and communication technologies in implementation of web-based information services, in the process of creating and providing information to stimulate and enrich a “learning to learn” culture for posterity.
Develop and implement digital services as well as provide various aspects of information available in this knowledge age. In this regard the ICT will research and consolidate the library’s position has an information superhighway. On the same note this will enhance timely and accurate information and communication in a networked environment through the creation of intranet and Internet for communication.
Empower the library in providing electronic environment to support teaching, learning and research in a fast changing knowledge based world.
Lead in technological innovations and enable maximum exploitation of multi media, desktop, Internet and intranet services.
Expand proactive information literacy skills and ICT competencies in the process of exploiting information in an open and democratic learning environment.
