POLICIES

 

1. BORROWING SERVICES POLICY

 

The library has materials that cannot circulate namely periodicals, reserved materials, reference materials, Africana materials and non print materials.

 

2. LIBRARY USERS POLICY

The library users are identified as being:

    • All registered CUEA students

    • CUEA teaching staff

    • CUEA non-teaching staff

    • CUEA alumni

    • Inter library consortium

    • Constituent colleges consortium

The policy, on the library users is included in the rules and regulations of the library.

 

3. INTER LIBRARY SERVICES POLICY

 

The [library rules and regulations] demonstrates how the interlibrary services policy facilitates the reciprocity of services between Bishop McCauley Memorial Library and other libraries.

 

4. INFORMATION COMMUNICATION TECHNOLOGY (ICT) POLICY

Herein are the policy guidelines to be observed to the letter. Failure to adhere to the same contents will lead to disciplinary action.

1.The library computer services are available to the users in the contents of this policy. In addition the services are available during hours when the library is open, subject to periodic maintenance.

2. The staff will always assist the users in the due process of accessing information.

3.The user community is allowed to use the computers for a specific period of time - pending renewable if none is on the queue waiting

4. The computers are for accessing information for research purposes only. In regard to this any misuse to the same will result in loss of one’s computer privileges. While using the computer one should not infringe upon the rights of others. Attempts to degrade, disrupt or vandalize the equipment, software, materials or data or those of any other user of the computer system or other networks connected to the system is prohibited. This prohibition includes attempts to gain unauthorized access to restricted information, changing the computer settings, accounts or files, networks, or deliberately creating or propagating computerized viruses or worms.

5. The management reserves the right to require all prospective users to attend an orientation session as a condition to access the computer stations. Orientation will include training in the use of software and hardware, and guidelines for the responsible care of the equipment. 

6. Any user found to be sending or receiving inappropriate materials, (i.e. un-educational, instant messages, e-mobile) will be dealt with in accordance with the governing policy guidelines. Unacceptable use that is illegal may result in disciplinary action.

7. Text handling services like word processing, typesetting etc are highly prohibited.

8. In conjunction to the above users are supposed to understand the undermentioned rules in regard to Internet information services.

9. The services are for research purposes only. Therefore sending or displaying uneducational or disruptive information/messages, files or images is highly prohibited.

10. The Internet is meant to be used for the intended purpose. Thus Internet services are not for personal profit, private, political or commercial purposes.

11. While using the Internet you should not engage in any technical work like changing or adding files to the network or hard drive.

12. Users are adviced not to engage on any downloading of files/programs such as streaming radio, TV, DVD or video clips.

13. Playing games or music from any Internet site is not allowed at all.

14. Likewise displaying any images, sound or text, leading to a situation of creating an atmosphere of discomfort or harassment for others is highly prohibited. Harassment is persistently acting in a manner that distresses or annoys another person. If a user is told by a person to stop sending those messages, they must stop.

15. While accessing Internet information services you should adhere to intellectual property laws, and security restrictions. No plagiarism.

16. Access to Internet information services is for authorized users only. In this regard no hacking and other unlawful associated activities are allowed.

17. All Internet information service users have equal access time. Thus users are informed not to extend periods of time usage.

18. Electronic means of communication such as electronic mail, electronic mobile and instant messaging is not allowed at all.

19. Internet chat channels (read Yahoo!) are highly prohibited.

20. Personal software programs are not allowed to be used in any of the computers.

21. Internet users are not allowed to use disks at all while using the computers. In regard to this users are allowed to print their work at no charge. However once the appropriate software programs for anti-virus are put in place, then we can allow the use of diskettes.

22. In accessing the Netware one needs to log in first before connecting to the Internet. This is meant to allow only authorized users to access the Internet.

23. Lastly note this golden policy that the library establishment “accounts on you personally and professionally” in protecting the available resources.
